Let’s be honest. The failure of well-intended policies is the norm rather than the exception. The proof can be found in the daily newspapers: military intervention in a foreign country leads to chaos instead of stability, loose monetary policy in response to an economic crisis ignites a new housing bubble, development aid increases countries' dependency on external funding instead of strengthening the local economy.    

Legislation is debated and passed with great promise and hope. However, many policies prove to be ineffective. Results often seem unrelated to those expected when the policies were planned. At times, policies cause exactly the reverse of desired results. Our social systems are far more complex and harder to understand than our technological systems. Why, then, do we not use the same approach of making models of social systems and conducting laboratory experiments on those models before we make important decisions? Why not simulate policies in government and business before enacting them in real life?
